What are infrared panels? How do they work?

So there’s no distribution of air – only heat to nearby objects, which then slowly emit the stored heat into the surrounding room keeping temperatures constant and balanced.
But what’s the point? Is it more cost effective?

Because it heats nearby objects (rather than the air around them) it won’t have to work as hard to keep the room at a desired temperature, which means it can potentially save you a small fortune.
